Difficulties In Revitalizing Economy Caused By National Assembly’s Delay- Presidency

Published

on

President Muhammadu Buhari has chided State governors who are still owing workers, despite his administration’s intervention. Buhari spoke at the Aso Rock Presidential Villa in Abuja on Tuesday while receiving a representation of governors led by the chairman of the Nigerian Governors’ Forum, Abdul’Aziz Abubakar Yari of Zamfara State. Those who visited: On the delegation included the governors of Ondo, Kebbi Bauchi, Jigawa, Kwara and Akwa Ibom as well as the deputy governor of Ebonyi State. What he said: According to a statement by his spokesman Mr Femi Adesina, Buhari wondered how the governors sleep while owing salaries. He told the governors that two out of the three-pronged focus of the ruling All Progressives Congress (APC) to secure the country and fight corruption had received some commendable reviews by the people. The president said: “How can anyone go to bed and sleep soundly when workers have not been paid their salaries for months. “I actually wonder how the workers feed their families, pay their rents and even pay school fees for their children.” “God has been merciful in hearing the prayers of his servants so the rainy season has been good, you can ask the Kebbi State governor on this, and our enormous food importation bill has gone down,’’ Buhari stated. Yari was quoted as saying that the various interventions by the Federal Government, include the bailouts, were judiciously utilized by the states. He told Buhari that the governors inherited backlog of unpaid salaries and huge debts portfolios on assumption of office. “We are concerned with the situation in our states, and we are trying our best to manage the resources,’’ the governor said.

The government attributed the difficulty it was having in revitalizing the troubled economy to the delay by the National Assembly to treat and pass the budgets for urgent assent and implementation.

It also said the development was negatively affecting job creation and as a result, tasked the legislature to brace up towards doing the needful. President Buhari’s expectations on the passage of budgets of the 38 agencies among which include Nigerian National Petroleum Corporation, NNPC, Central Bank of Nigeria, CBN, Federal Inland Revenue Service, FIRS, Nigeria Customs Service, etc, was stated yesterday by his Senior Special Assistant on National Assembly Matters ( Senate) Senator Ita Enang, at a media briefing in Abuja. Enang at the briefing said passing of budgets of the statutory corporations and agencies was a requirement of the law that must be carried out by the National Assembly .

According to him, the urgent need for the passage of the budget of the statutory agencies was imperative because the total expenditure of their collective budgets almost equal the total budget profile of the country which stands at N6.06trillion.
He said”Now, if the corporations and agencies’ budget is up to about N4 trillion, that means we will be having a budget of about N10 trillion in the country to implement for this year and when approved, it will make additional money available in the economy with its positive multiplier effects”, he said.

He added that passing the budget of government corporations would also create and open up employment opportunities in different agencies and parastatals.

He noted that the Federal Capital Territory Appropriation Act, which has been assented to by President Buhari will also create job opportunities in formal and informal sectors of the economy.

He said: “The Federal Capital Territory Appropriation Act, 2016 passed by the National Assembly has been assented to by Mr. President. “The legal implementation of the Budget, therefore comes into effect now, which will result in employment in the formal and informal sectors within the territory through projects implementation.

“Some Nigerians have asked questions as to the legal and Legislative grounds for the laying of the Budget of Statutory Corporations before the National Assembly for consideration and passage. “The Fiscal Responsibility Act, 2007 requires that the Budget of the Agencies among others be laid before the Assembles by Mr. President, in addition to, and independent of the annual Appropriation Act.

“The rationale are: It is a requirement of the law that the National Assembly as a Legislative body should consider and pass the Budget of each of them. “It is what is spent in the National Budget together with the totality of the expenditure of the collective of the Government Corporations that amount to the total Annual Expenditure of the Country.

“The vacancies created by retirement in each of these parastals and the new employable vacancies are determined by the Budgetary requirement of the Agencies as will be approved by the National Assembly. Therefore the other rationale for this is to create, regulate and open up employment in the different parastals.

“It is also to stimulate the economy, in that there are so many capital project in the parastals which when approved by the National Assembly, the parastals will award thus releasing money and stimulate cash flow into the economy.

“It will also ensure accountability by the Corporations because they will only raise and spend as approved by the National Assembly and will increase activism of the National Assembly in her oversight Responsibility because they will be overseeing implementation as approved, and know surplus Revenue to capture for subsequent years, Appropriations. “It will increase Non – Oil Revenue internally generated. The Agencies are under the Law to keep 20% their operational surplus and remit 80% to the Federal Government”.

Cubana Chief Priest: Arraigned Over Naira Abuse | Fab.ng

Pascal Okechukwu, also known by his alias Cubana Chief Priest, is slated to make a courtroom appearance today, Wednesday, April 17, 2024. This comes as the Economic and Financial Crimes Commission (EFCC) gears up to formally charge him.

Reportedly, the EFCC has held the socialite in custody ahead of his scheduled arraignment before Justice Kehinde Ogundare at the Federal High Court located in Lagos.

Cubana Chief Priest is facing three charges related to the improper handling of Nigerian currency during social gatherings.

The allegations stem from an incident on February 13, 2024, at Eko Hotel. Here, the EFCC claims Cubana Chief Priest engaged in activities that involved spraying and manipulating ₦500 notes issued by the Central Bank of Nigeria. This was for two hours while participating in festivities.

The EFCC’s prosecution team, led by Rotimi Oyedepo (SAN) along with seven other legal representatives, formally complained on April 4, 2024.

The commission contends that Cubana Chief Priest’s actions violated Section 21(1) of the Central Bank Act 2007 and are subject to legal consequences.

In light of the recent conviction of Bobrisky, a prominent figure known for controversial acts, he received a six-month prison sentence for a similar offence. The EFCC released a statement indicating that several celebrities are currently under investigation for alleged misconduct involving the national currency.

In the statement, the agency’s spokesperson, Dele Oyewale, said,

“Many of them have made useful statements to the commission and many more have been invited by investigators working on the matter.

The EFCC will not relent in its no-sacred-cow mode of operations and the public should be wary of running afoul of laws against the crime.”

The agency that fights corruption (the anti-graft agency) has been flooded with videos showing people mistreating the Nigerian currency (naira abuse). They made it clear that they would only be looking into and punishing new cases of this kind of behaviour.

Bobrisky: 6 Months In Ikoyi Prison For Naira Abuse | Fab.ng

Popular Nigerian influencer Idris Okuneye, also known as Bobrisky, was recently sentenced to six months in jail without the option of a fine. The judge, Justice Abimbola Awogboro of the Federal High Court in Lagos, delivered the sentence on Friday, April 12, 2024.

Bobrisky’s arrest by the Economic and Financial Crimes Commission (EFCC) last week stemmed from accusations of mutilating Nigerian Naira currency.

The EFCC at the time of the arrest said they had “commenced investigation into her for allegedly spraying naira notes.”

The EFCC investigation revealed that Bobrisky allegedly defaced Nigerian currency at other events in the past. Bobrisky cooperated with the EFCC by showing up for questioning on April 4th and providing statements. The EFCC also initially accused Bobrisky of money laundering, but these charges were dismissed by the court.

Bobrisky’s sentence has sparked mixed reactions from Nigerians. Some believe the punishment is too severe for defacing money, which is sometimes done during celebrations in Nigeria.

“She was used as a scapegoat. Why no option of fine, please???? What point are they trying so hard to prove? I hope she learns to not always brag on social media that she is above the law when she gets out too,” someone said.

They just used her as a scapegoat and if we’re being fair, she doesn’t deserve it. 99% percent of people at events spray money exactly the way she sprayed money in that video. This isn’t fair,” another person said.
